Question / Help Only CSGO High Encoding.

I don't have problems with any other game but CSGO when I try to stream.

Win 8.1 x64
x264 veryfast main KeyInter=2
max bitrate to 2500 then I changed it to 2000 then 1500
Rez Downscale to 720

i5 4690K
8GB 1866
GeForce 970 GTX

I don't have issues when I play other games like Heroes of the Storm, Hearthstone, or Final Fantasy XIV.

OBS uses about 12% CPU
Then CSGO will use up pretty much everything it can making my total CPU usage to 95-100%

What is happening?
