One day encoding is going smoothly, weeks later... encoding overloaded??

New laptop, Acer Nitro V15. Was using OBS to stream to YouTube with these settings:

I had no issues when using these settings for 2 - 3 weeks, although just yesturday when trying to stream as per usual, trying to stream Roblox, OBS and Roblox aren't on the same GPU (Roblox uses the GPU and OBS on the iGPU), and... it start dropping frames, so I stop the broadcasting (with auto-stop off) and head into the Output settings to try stop this overload and all I did was switch from QuickSync HEVC to QuickSync H.264, with the settings looking like:

The Stream was:
1080p60 at VBR 12 - 15 Mbps using QuickSync HEVC (Target usage TU4)
which was then switched to 1080p60 at VBR 12 - 15 Mbps using QuickSync H.264 (Target usage TU4)

My specs:
CPU: 13th Gen Intel(R) Core(TM) i7-13620H
iGPU: Intel UHD Graphics
GPU: NVIDIA GeForce RTX 4050
RAM: 32 GB (2 x 16 GB) DDR5
