You are getting a lot of duplicated and late frames, so yeah, there's a problem.

17:56:33: Video Adapter Output 1: pos={0, 0}, size={1360, 768}, attached=true
17:56:33: =====Stream Start: 2014-02-14, 17:56:33===============================================
17:56:33: Multithreaded optimizations: On
17:56:33: Base resolution: 1280x720
17:56:33: Output resolution: 852x480

So your monitor is running at 1360x768, but your base resolution is 1280x720. Are you running the game in a window that's 1280x720 in size? If not, the keep your base resolution the same as your monitor resolution instead of setting it lower, just use the downscale to lower the resolution. What game are you streaming?

Well i have changed some setting around to what you have told me and still no go heres another log file

I'm not familiar with the Elgato, maybe someone else can chime in, because I think they had to be set up a special way. Or you can search these forums for Elgato Game Capture and see what you can find.

Absent any fixes there, your CPU just isn't strong enough. You gotta make things easier on it. I know you said it worked before, but I can't see that, I can only see the log you have now.

So increase your downscale to decrease the resolution further, and decrease the stream framerate. I'd start by setting the stream framerate down to 20, and consider setting it down to 15. You see in the log where it says "duplicated frames"? You want that to be below 1% and then your stream should look smooth, so decrease settings until it gets to that point.

You might have to throw money at the problem and get a CPU upgrade. And a better capture card would be nice too, those Elgatos mostly suck.
