Question / Help Odd Computer/OBS Issues

I believe the source of my issues to be partly OBS based, partly computer based, and partly due to the program that I am playing while streaming (Magic: The Gathering Online). Let me outline some of the issues I am having, hopefully someone can help me fix this.

1: My webcam will freeze occasionally while streaming, yet viewers can still hear my audio fine. I fix this by unchecking and rechecking my webcam source in OBS, then it will happen again later. Sometimes it happens never, sometimes every five minutes.

2: Occasionally the Magic: The Gathering program will become unresponsive (like a "freeze") and this is accompanied by losing all audio from my computer. Spotify will continue to run, follow alerts on stream are still being generated, but all audio output stops for about 120 seconds (i cant hear music or follower alert sounds, or anything else), and then starts up again. During this time my stream is still running, viewers say they can still see and hear me, and I can still type messages in chat and navigate Google Chrome. It's like a weird partial freeze or something.

3: Sometimes I'll just turn on my computer, start up an Internet browser, and things will become unresponsive. I can't click on icons down on my toolbar (start, audio, etc), there's no effect when I click. My mouse still changes while hovering over buttons on my Internet browser however (like turning to a pointing hand when hovering over a link) but clicking does nothing. Sometimes it fixes itself after five minutes, other times I'm forced to restart my computer.

I say that it is partly based on MTGO (Magic the Gathering online) because the program is known to have a bug that sucks up computer resources the longer it runs, but this does not explain how other streamers with slow computers have no problems while I continue to have issues. My computer specs are below, if you have any idea what could be causing this please help, these computer issues are really holding back the growth of my stream. I had a friend who had the Internet browser problem he doesn't stream so no idea how that would've been affected. but he made a new User on his Computer and it fixed all his problems, He seen it as suggestion on some forum, Worked for him.
 
you a re duplicating 1/5th of all your frames (20%) which is a lot. try not using monitor capture, even if its behind other scenes. use window or game capture only. as for your webcam, try reducing the resolution to 720p as well. after changing these two things, do a 10 minute test run and post another updated logfile and let me know if the webcam looks better and is not freezing. also, sometimes having webcams as a global source, helps. sometimes it makes it where you can't reset the cam. give it a try.

other thoughts:
Set your buffer to the same as your bitrate, you are only sacrificing quality be using those settings.
