So, it is still crashes but now with popup error window?

that means:

so pretty...

The solution here was to use encoder's .dll file from the previous build of obs (v22.x.x) (see https://obsproject.com/mantis/view.php?id=1372 for details)
You may try it too, despite the error in the log a bit different, I think the root of the problem is the same. Just give it a try.

I have two monitors!
If I put the main monitor on VGA on the motherboard I do not have the problem but I want to stay the main one with the GTX 1050 Ti

Please, post the log-file from the attempt where your main monitor connected to the motherboard.

so i connected the monitors but if I pass the 2nd monitor as the primary I do not have the problem with intel quick sync but i want the primary one to remain the first monitor

Did you tried the solution with the old plugin version (.dll from obs v22.x.x) that was mentioned above?

I've found where, but it does.
Normally I have two monitors
Primu monitor is with HDMI in GTX 1050 Ti
The second monitor is VGA in the slot on the motherboard
The problem is that if I leave the primary monitor with the GTX 1050 Ti I do not let me use QuickSync, if I change the primary monitor with the VGA on the motherboard let me use QuickSync but the games will start on it and lower the performance of the game
