i don't know why but about a week ago my obs stopped streaming, it comes up fine and doesnt crash but doesnt actually stream to twitch. i tried deleting cashe, deleting obs from temp files and reinstalling, resetting stream key etc etc. My internet upload is 10mbps and download 38mbps so it isn't that.

that logfile doesn't show even attempting to connect to a stream. its almost like preview or record were selected instead.

It also looks like your encoder is lagging out. you have a very low end AMD APU so either you have to much running or its that you are using monitor capture instead of game or window capture. remove the monitor capture from the scene and add in a game capture or window capture.

still having issues tried resetting stream key havent been able to stream since.. i guess ill post another logfile whats the use though... https://gist.github.com/4a85ef4cf687c7ab3b0b
Here is the issue. Every log you have submitted does not show you even attempting to connect to twitch. we need a log where you have attempted to connect to twitch. as for your stream key, clear out the box in OBS and reset your key again, copy it and past it in the box. If it fails, it will show in the log, if its successfull it will show in the log. but as of right now, I am seeing nothing what you are saying, in the log.

Some other thoughts:

So if you have plenty of upload, stick with around 2000 bitrate/buffer.

Second. try this build will relieve the stress from your CPU and put it on your APU:

you will need Microsoft C++ redistributable, I would recommend both x86 and x64 so you can be sure that no matter which version you run, it will work.

third, make a new scene, just put in there a game capture or window capture. no more of this monitor capture, its really inefficient.

forth, increase scene buffering to 700ms.

your CPU isn't fast enough to use x264. I would actually try the VCE build of OBS that is built into your 7800 series descrete GPU.

you should also raise your bitrate to maybe 2000-2500 bitrate/buffer whether you use this buld or not.
well my obs worked fine for like 4 months so idk how my comp cant run it.. i down;lpaded ACE and oit gives an Error when i go to encoding an error pops up saying "the program can't start because MSVCP120.dll is missing from your computer. Try reinstalling the program to fix this. problem." I've tried multiple times and looked it up couldnt find anything. wont let me choose AMD VCE option its greyed out
