I see the option available to use it as an encoder but it is grayed out making it unavailable to click, i know the card is being used because in the video section it uses the card but not encoding.. and it makes me use x264 which is making me use unnecessary cpu .

There are two different GT 730 Versions one is Kepler based and supports NVENC the other is not. In your case you ran into bad Luck there is no Workaround other than using x264 1080p30 with 2k Bitrate + NVENC would be looking horrible anyway.

I assume you are trying to record so heres a Guide.

I would also suggest transitioning over to OBS Studio

Well I have a question about why my obs is using so much cpu.. my stream doesn't lag or anything it runes perfectly fine but it's taking like 40 percent everytime and at the bottom of obs is showed dropped frames like 20 percent and would have a ridiculous umber like 20000 dropped frames do you know what causes that

Actually, do you capture a console? Or what Game are you even trying to capture.

I also think that your cpu doesnt boost up because it doesn have to which leaves a higher cpu usage due to lower clock speeds. Though ~40% cpu usage for 1080p30 sounds reasonable.

The frames you are dropping are caused by a unstable wifi connection and or a too slow upload Speed
