OBS won't make stable 60 fps on ANY game while streaming/recording

Hi!
I have a big problem with OBS studio.
When I changed my graphic card, since that moment I won't able to stream/record any game normally with stable 60fps anymore.
Sometimes preview on OBS looks like "jelly", while in game everythg fine, stable 60 fps without any dropped frames.
I tried a many things to do, but still nothing.
I tried low resolutions, low settings (obs/in-game), all recommendations like "gaming mode on" and etc.
I also re-install OBS, nothing.

My PC:
Intel Core i9 Extreme 10980XE
ASUS ROG Rampage VI Extreme Encore
GeForce RTX 3090 Ti MSI Gaming X Trio 24G
Kingston HyperX Fury 64GB 2666MHz

Please post a log with your issue! Here's how...

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
