OBS will not record or stream and idk wut to look for or fix

Hi I have searched on here for a good 30 min, and can't find something specific enough to help with my issue (i'm sure its here but just hoping a thread can help.
So I will provide as much as i can and if im missing any info needed plz lmk

I attached a screenshot and log too if that helps, and when i hit start streaming or start recording it just says "Failed to start [rec]" and then something about NVENC or AMD encoders and to check the log
so any help yall can share, i would greatly appreciate it !

About your issue with the "Starting the output failed" issue in connection with the Quicksync hardware encoder: your 11 year old CPU is too old. Its hardware encoder isn't supported any more by OBS. Use x264 as encoder instead or get a PC with a recent CPU.

About your network issue ("14:13:17.020: Output 'test_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 707 (90.9%)" in your log": see https://obsproject.com/kb/stream-connection-troubleshooting

I am having trouble finding how to or where to download or use your recommendation of x264 as an encoder, could you share with me where I could find the info or how to on making this change? tyvm for ur time and input
