Question / Help OBS white noise, even without a mic

Basically my background noise is crazy. I've tested windows recorder and have 0 issues. All my issues happen in OBS and more specifically with a game open. It happens with mic muted, mic unplugged, everything.

Here are some recordings I made. I muted ingame sound to make sure effect was easily heard. Tried to say same audio both times...via shakespear..lol

I've tried a billion things but ultimately no filters work or anything because it appears the noise it generated at the software level via OBS and i can't filter that out!
 
Things i've tried...plenty i've probably forgot to list;
3.5mm to capture card audio in, using OBS/Xplit crossbar settings and also using the LGHD settings
3.5mm to audio in on mobo (vac = virtual audio cables)
-used line in to "listen to" default speakers, obs/xsplit
-used virtual audio cables to repeat line in to vac 1, used obs/xsplit to broad vac1
-used adobe audition to try to clean noise up
-plugged 3.5mm to mic, zalmon clip on mic in headset port, used vac to forward them correctly into xsplit/obs...showed very minor improvement.
-unplugged mic altogether, still get noise
-tried plugging mic into front usb ports and back
-turned mic gain all the way down
