OBS was working just fine, last night out of nowhere, total trash

I'm running on a 15 inch 2016 Macbook Pro.
MacOS 10.15.7.
2.9 GHz Quad i7
16 GB ram

OBS version is version 26.0.2 (mac)

I have uploaded a task log that was created when I was streaming.

Audio was just fine. However, the video quality was total garbage. The Video Bitrate is set at 3200 Kbps, but my stream rarely went above 1000. It cycled from 300 to 700 for most of the stream and occasionally just went to zero.

Any help with this is highly appreciated.

Other OBS details that might be helpful are uploaded as screenshots.

My upload speeds were tested at ~40 Mbps

And, once again, the same issues. The video streaming cycles form 300kb/s to maybe 1,000kb/s, down to 40kb/s, then back up to 3,200kb/s and then down to 700kb/s and then back to 300kb/s. This happens throughout the entire stream.

Here are the newest task logs. For both, I was streaming to Restream. Look at the file names of the logs.

Of note: both of these streams had the "Dynamically Change bitrate to manage congestion" checkbox checked in the Advanced Settings. I will run the same tests one more time with that box unchecked.

The first stream I did, I streamed to restream only and did not stream to any other platform and the stream looked great.

The second stream I streamed to restream and streamed to Mixcloud, Twitch, Periscope, and Facebook. The stream video turned into total garbage.

I have also attached screenshots of all current OBS settings. I used the same settings for both streams.

In this test, ALL of the settings are exactly the same as above with the exception of one: I UNCHECKED the "Dynamically Change bitrate to manage congestion" box in the Advanced Settings.

With that setting turned off, both streams were flawless. However, I'm not entirely convinced that was the issue. The reason I had that setting activated in the first place was because prior to checking that box, my streams were dropping frames at a rate of 50% to 98%. With that box checked, my dropped frames have always been 0.

Anyways, this is pretty weird.

Last night's stream was the WORST I have ever seen it. For the first hour of the stream, the video stream bitrate cycled from 4000kbs down to 0kbs and the dropped frames were approaching 60%+. I stopped the stream and turned on the dynamic bitrate change. While the video quality was still very bad, at least the stream continued on and I didn't have any dropped frames. Then, for about 35 minutes during the last hour, the video stabilized and was just fine. Finally, the video went to crap again during the last 15 minutes. I finally dropped the bitrate down to 1,500kbs to see if that would make any difference. I have attached the log for the entire stream.
