Question / Help OBS video stutter, shadowplay works

I have just started streaming recently using obs and I have been getting constant video stutters while the audio is just fine. I have tried to troubleshoot using this thread:

Try changing servers - nothing changed
Try lowering bitrate - I'm getting buffering/stuttering no matter my bitrate (I tried from 1500 - 3000)
Don't stream over wireless - I'm wired
Try another streaming service - shadowplay is streaming perfectly without stuttering.
Check your firewall - I have made an exception for OBS, the stuttering continues to occur.
Update network adapter driver - my drivers are up-to-date.

I also tried streaming on both YouTube and Twitch with OBS but both have severe stuttering issues that make the stream unwatchable (audio is fine though). Using shadowplay I stream at a 3000 bitrate at 720p 60fps.

One last thing, streaming Overwatch, the stream only lags when I am tabbed into the game and it is running at ~180 fps, but when I am tabbed out of the game and the game is running at 40-60 fps, the stream doesn't experience any sort of lag. I tried capping the fps in OBS settings using every option but the stuttering continues to occur.

I have yet to try capping my fps ingame, but I really don't want to limit my frames.

- Update to OBS Studio.
- Are you actually dropping frames in OBS? It doesn't sound like it. That guide isn't what you need.
- If you can't hold a steady 60 FPS in Overwatch (or other games), or if the FPS shoots above your monitor's refresh rate, you're likely maxing out your GPU which will cause performance issues in OBS. Enable vsync or set a reasonable frame rate limit.
