Question / Help OBS/Twitch stream question

Hello everyone,
Kind of new to streaming and i was just wondering with the build/specs i have, would i be able to stream 60fps @ 1280x720 on twitch. I usually play a mixture of csgo/bf3 and some mmo's.

Currently my Max bitrate+buffer size are both at 1300.
Any and all Help/Suggestions are appreciated

Build:
CPU: i5 2500K @ 3.30GHz
GPU: NVIDIA GeForce GTX 560
RAM: 8GB

You might have some trouble streaming BF3 at 60fps unless you have a mobo capable of using QuickSync. You can probably stream CS:GO at 60fps, but a lot of CG:GO players are sensitive to FPS drop, which you might experience trying to stream 60fps.

1300kbps is probably too low for 60fps FPSes and MMOs at 720p. You're probably going to need at least 2500kbps, maybe more for it to look good.
