Question / Help Obs+twitch problem

I have a problem with streaming to twitch it keeps buffering and after 2 minutes it just freezes i have no idea what im doing wrong i tryed out different specs via youtube but i cant seem to get it working i hope you guys could help me out alittle.
Maybe its my internet connection? or my computer ? i dunno i just want to start streaming asap.
my pc specs:
motherboard:asus rampage 3 extreme
CPU:i7 990x (1336 socket)
GPU: GTX 580
memory: Corsair DDR3 16GB
screen: asus 27 inch pro art
internet connection :
29.29 download
4.42 upload
13ms ping
isp:tele 2 nederland
I tryed almost everything now reducing my bitrate changing every single spec in OBS but it keeps happening when i open my twitch stream it freezes in less then 2 minutes.
Is it my my internet connection? if so ill look at another router box or something.

I tryed lowering my bit rate but i still have the problem atm I'm looking at a different router maybe that's the problem I saw one from Asus the tr 3200 looks pretty good but also pretty expensive
 
Turn on CBR. This is required for Twitch; not having it on can cause your stream to be rejected by the ingest servers (possibly why it is buffering and then just stopping, too much bitrate variance putting it into reject status). Also, enable CBR padding.

Set to 720p, 30fps, 2000kbps. This is the 'golden point' for non-partnered streamers.
2000kbps will mean most viewers will not buffer. 720p@30fps is the best tradeoff between resolution, smoothness, and image fidelity at this bitrate.
Your connection is having issues at 3000 anyway, from reading the log.
 
Cheers man, but make the changes and test for a while before thanking me; could always be something else, but those are the most obvious probable causes. :)
