well you have aero enabled and use monitor capture ... also you are not streaming at 720p and im also 100% sure you dont stream at 60fps on xsplit...

with your current settings you capture with the wrong method if you leave aero enabled and you also have a bunch of late and duplicated frames

well thats because i guess it has to send the video that is updating every sec now xD, keeping it short because troll google chrome decided it would be funny to say that this website isnt available after i clicked submit, deleting my troll post:
step by step lower the audio bitrate(down to 64)/video bitrate(down to 1800) whichever you have a less priority for lower that first :P(kinda obvious but why the heck not), checking every time you lower it is it better, for the lolz you could set the scene buffering time to 400 because its recommended that way xD, you could try the minimize network usage and automatic low latency mode options tho minimize network usage made my stream lag every 10 secs or so
