Question / Help OBS Stream shows very tiny blocks

I recently started using OBS and I really like the idea of it but I am currently experiencing some issues while streaming.
I asked my friend to watch my stream for a while when I was streaming for the first time. He said the quality was good but the stream seems to have very tiny blocks in the graphics. Has anybody else experienced this before? And what can I do to fix it? I uploaded a video with the issue to a website where I can upload files for free. Please take a look as it will clear out my problem. link video: http://s000.tinyupload.com/index.php?file_id=03292624236093047929

I tried to reach a couple of streamers to ask them if they could help me. I saw them streaming the same game as me (Black Desert Online) and they weren't having stream issues at all while having a less better PC than me. I will post my PC specs down below.

PC:
Motherboard: mp MS-7848
CPU: Inter-Core i5-4460 @ 3.20GHz
RAM: 8,00GB Dual Channel DDR3 @ 798MHz
Graphics card: Nvidia GeForce GTX 750ti
Windows 10

My internet connection is good and I am not experiencing issues with that.

I'd like to know what this could be and how I can fix this.
I changed nothing about the OBS settings.

I dont need to see. I know what the issue is.

your bitrate is insufficient for your resolution. this will cause pixellation which will be like bit blocks on the screen that get smaller as the image becomes sill.

there are two options and I recommend you do them both.

1. increase bitrate/buffer to 2500

2. keep base resolution to 1920x1080 then downscale to 1280x720 with bicubic filter
