Question / Help OBS Stops streaming after I click anywhere outside of OBS

Ok,this always happens to me.Every time I click outside of the window of OBS,I instantly get High Encoding and OBS stops sending the stream to Twitch.Any help with this?

Also,I run on Windows 10,so if there ie any related issues with this,please tell me.
 
This is an old log from when I had no scenes and such,so just ignore that.Also ignore the out of date version,I recently updated it.No settings have changed since I first downloaded OBS.

Also,I put my log into the OBS log analyzer and it told me to lower my resolution/FPS or increase my birate.THe program itself told me to take a speed test to find out my birate and such

Can anyone tell me what I should change my birate to and what I should change my FPS to?
