Question / Help OBS shortcut key doesn't work

Hello,

I've set shift+F12 as the shortcut key to start recording because I'm playing a game at fullscreen. However it simply doesn't start recording. It works if I tab-out and manually click "start recording" though. Anyone know what the problem is? For the source I've selected "add -> game capture", then in its properties I've set the hotkey there.

Also, I noticed significant FPS drop and random stuttering when OBS is running. Any tips on reducing its impact on my system? I'm using 4th gen i7 and I'm not sure why it's being impacted so much as it's a rather powerful CPU. By the way I'm only recording, not streaming, so has nothing to do with net speed.

I ran it as administrator but it still won't work. Also sometimes even if I manually tab out and click "start recording", OBS simply freezes and I have to end task. Happens about 50% of the time. Seems every other time I start recording it'll work, not sure what's affecting it.

I managed to somewhat solve the lag problem, seems if I have too many tabs in Chrome it'll drastically affect OBS for some reason. Once I only have a few tabs open or close Chrome, then there would be little or no lag. Kind of weird since my CPU is relatively powerful.

Yeah I've set OBS to use my NVIDIA card in the control panel according to that page since I have Optimus.
This is the properties page for game capture I have:
