What do you signify by "big lags"? viewer lag ? in game high ping or stutter? anyhow set your OBS base resolution to 1024x768 you might also want lower the bitrate to 3000kbps and see how that end up looking for you.

well 1080p@30 while playing csgo maxes your cpu usage quite a bit and thats the reason why you probably get ingame laggs.

you could try streaming with quicksync therefor theres a forums post somwhere or you just downscale by 1.5 to 720p@30 and you should be fine

He should stream at 1024x768 if that's what the game is running at. He doesn't need to downscale, he needs to change his base resolution to 1024x768 to match the game so he isn't upscaling (and introducing pillarboxing to the video by using a different/wider aspect ratio than the source).
