Question / Help OBS Settings for CS:GO

Hello all,

I've recently formatted my entire computer to start frresh when I upgraded to windows 10 and lost all my old settings. I mainly stream CS:GO and with my current settings I feel stuttering in game while my ping is still fine. The video on stream looks pretty blurred on my screen.

CPU Specs:
Asus Maximus VII Hero
i7-4770K OC @ 4.4GHz
EVGA GTX 980Ti
16GB Corsair Vengeance RAM
Custom Water loop

110MB Down/ 4 MB Upload speed.

I realize that my upload connection is pretty terrible, but if someone could advise settings for OBS windows 10 I would appreciate it.

Current OBS Settings:

Output - Bitrate - 2000
Video - Base resolution 1920x1080 - Scaled resolution 1280x720 - Downscale filter - Lanczos (sharpened scaling, 32 samples) Common FPS Values - 30

I tried switching to that because when I used game capture, The stream would freeze sometimes on game capture even though I was still playing.
 
When I'm streaming it stutters mid game, seems sluggish and the video quality on users end isn't very good. Also appears that there isn't as many settings to change on windows 10 version than previous os versions?
