In general low end PC means low end encode which means that filesizes will need to be increased for better quality. your CPU can probably do 720@30fps with superfast preset, uncheck CBR and set custom buffer to 0. These settings are for local recordings only and not streaming. as for your filesizes. filesize is based on video movement as well as scene complexity and length so there is no telling until you try to record.
