Question / Help OBS screen and frame rate help

Hi, I need some tips on how to make a better quality stream on twitch using obs. My laptop is a HP Envy m6 Sleekbook. Has windows 8.1. AMD A10-5745M APU with Radeon(tm) HD Graphics 2.1 GHz. 6 Gigs of ram. Whenever I use obs to do a stream with my psx emulator, the screen shrinks a little bit and while people can still see it, its not full screen. The settings I have right now are

Encoding: max bitrate and buffer size both at 1800. Codec: AAC. Format: 44.1 kHz. Bitrate: 128

Video: Base resolution 1280 x 720. Resolution Downscale: 1.5 Filter: fastest. FPS: 30

I'm not sure on how to do a stream with the frame rate remaining at 30 consistently. Any help would be great. Thanks
 
Use 'stretch to screen' on the game capture.
Unfortunately, you may continue to have problems given that CPU; AMD APUs are notoriously anemic, to put it politely. Doesn't help that both livestreaming and emulation are extremely CPU intensive pursuits. You may have to downscale further, and/or go to a faster encoder preset in OBS to compensate.
