OBS Recording Stutter during playback

So I've been searching through the forums on the problem I've been having. I recently bought a new computer (specs below) which I think should be more then capable of recording 1080p60. I've tried with windows game mode, dvr and recording disabled and enabled, I've tried with all different types of encoders, priorities, running the program as admin, setting my OBS to run on the Nvidia GPU in the control center. And it's been better but I'm still having the issue. It freezes at around 42 seconds in this last recording. I'll post the log down below, idk if it will show the time but if someone could get back to me with any solution, idk what to do

Also I ran task manager while I was recording to see how my GPU was doing and it never spike over 50% so I shouldn't be bottle necking OBS
