Question / Help OBS randomly ignoring Bitrate settings

Hey there,
so i've recently bought a capture card to stream a bit better from my ps4, and so far it works good. Yesterday -however- i encountered a strange problem.
I have the targeted bitrate set to 720kbits, so a bitrate between 600 and 900 is okay. But for whatever reason, OBS started to randomly acting up, by ignoring that setting, and boosting the bitrate to about 12000-19000 kbits. Naturally, there was no way to stream with that, so i ended the stream quite frustrated.
I searched the web, and from what i found, the bitrate is basically influenced by quality settings and "how complicated the scene is".
Only problem is, it worked fine the last days with everything exactly the same - from quality to scene components. Even the game was the same.
Now, has anyone else encountered this, and can help me prevent that? I mean, thats kinda the whole point of giving users the option to enter a targeted bitrate, right?

Hope someone can help me, and thanks in advance.

P.S. i'm in uni right now, so if a log is really needed, i'll upload it once i'm home

If you are using CBR, OBS will not ignore the bitrate, there will be small fluctuations but not as big as you're describing.

The bottom right shows the network bitrate, not the video bitrate. If your internet is unstable, it's possible OBS becomes very bursty as data gets backed up then sent out all at once.

Oh thanks, thats exactly what could have happened :) My ISP really sucks in terms of QoS, but there really isnt an alternative. Thanks for helping
