Question / Help OBS PS4 game capture frame rate is really low

Hi, I am having trouble where my streaming game capture is only about 15-20FPS when capturing off my PS4 using a Magewell XI100DUSB-HDMI HDMI to USB 3.0 Video Capture Dongle. I run my PS4 signal into an HDMI splitter to share the signal between the capture and my TV. I am relatively new to streaming and I have been searching for hours on proper settings to fix my problem and I do not believe it is my internet since streaming directly from the PS4 worked just fine.

I do not have this issue when capturing games off of Steam games. I do not experience FPS problems with my face cam either.
