I've been having a similar problem since the recent windows update about a week ago. When i watch the recorded video it seems fine, but the preview screen is frozen and refreshes every few (5-10) minutes to an "updated" frozen screen. This only seems to be an issue when i am recording games, so im not sure whether this has something to do with the GPU, as i have been advised to use my GPU to run OBS, but havent had any issues for at least a year since i changed to the dedicated GPU. Not sure what files would be useful, so i will post my dxdiag and the obs log from my most recent session.
Thanks for your help.

Did you see the previous suggestion in this thread about disabling gsync in your NVIDIA settings?

doesnt look like i have a gsync option. I rolled back the update and the problem is solved but it messed up my configuration and now it won't record full screen games. It also seems to slow down the game severely when i have obs running, and i am getting the encoder overload message, so if anyone could help me work out these issues i would be very grateful! I am attatching my most recent obs log which should cover my attempt at recording the full screen game.
