Question / Help OBS playback and local recordings choppy. please help!

I'm running an i7 4770 K 3.5 ghz processor wih 16 gb of ram. I just bought a R7 260 GPU thinking running on board is was the issue but it wasn't. This is a dedicated streaming pc so I'm stumped as to why I'm having this issue.'ll upload mylog as well, thanks for any help!

This issue it not happening with any other software. Please help!

You appear to have modified the preset and resolution. The preset especially can effect that sort of thing. Do you have the video of the problem?
