So I remember a time before HLS streaming on Twitch where there was zero latency, and I could stream Quake Live at 125 FPS pinned, then they switched FPS max to 250 max, and I STILL got 250fps.

That is not a bad rig atall, but now a 720p at 60fps with 2100 bitrate will cause my game FPS to tank IMMENSELY, now its not an all around FPS drop, its small stutters below 30 fps. This makes my aim and tracking impossible.
This is an issue I've been dealing with for the past 6+ months, but only today... today something changed...
Now i have a considerable FPS loss all around, almost 130 - 70 fps max, and dipping to 20 fps...
So when im streaming a window capture, its 230 - 250 fps, full encoding, everything...
The INSTANT i game capture it, i get 130 fps!
I noticed this a while ago, but only recently has it gotten to a point where I actually don't feel like streaming anymore.
Now if its a software issue, or something that cannot be fixed, I'll just wait till my intel / nvidia build is complete (http://pcpartpicker.com/user/DaCoder/saved/#view=KJwD4D in roughly 1 - 2 years from now), and use quicksync instead.
Thoughts? Reasons? Conclusions? Anything would be appreciated.
