For some reason I keep getting packetloss in OBS at any bitrate. I have tried twitch's servers and youtube's servers. I used to be able to stream at 5mb/s without issues, but not I can't even stream at 3.5mb/s. It stays at around 5mb/s but then randomly fluctuates significantly.
Specs:
2600k @ 4.4 ghz
16 gigs of ddr3 ram
2xgtx 670(sli disabled)
2x120gb vertex 3 (raid 0)
2x3tb (raid 1)
1tb drive
Regardless of the bandwidth I allow in OBS I get packetloss, it even drops to 0 KB/s on the upload side at times. I'm hovering around 30-50% packetloss or so.
If I do a speedtest I get speeds around this:
I am wired, and I have also tried on my laptop and I get the same issue.

Any ideas? I also ran shaperprobe and it completed the test without giving any packetloss errors. It showed my full 10mb/s upload and it never dropped.
