Question / Help OBS: overload encoding and recording turns out having 3fps

hi I am having a problem with OBS and OBS studio they have the same problem, I try recording 2500bps before i was able to do this at 720p now i cant do it at all the recording has 3fps but i have set it to record at 30.

I also get this problem with streaming i put my bit rate down to 600 due to internet being rubbish SD tv resolution 30fps and same problem with the cpu overload encoding and once again it was fine, I have watched youtube vids and nothing works. Help please.
