The SNAP version of OBS seems to work okay, but the APT version of OBS crashes on startup.

I am also unable to start a stream when trying to use Intel QSV hardware encoding:

This appears to be an issue with modprobe.
Before starting the virtual camera try this in a terminal

sudo modprobe -r v4l2loopback

OBS will then ask you to authenticate when you start the virtual camera. Unfortunately, every time you stop the virtual camera, it seems to hang onto the camera drivers and won't let the virtual camera restart without repeating this command and authentication.

At least you don't have to reboot in between each use of OBS.

Looking for a more permanent solution, with report back when I've found it.

Thanks a lot for your help!! That's work for me :-)
I hope we are able to find a better solution in the future :-)
