Question / Help OBS not using available bandwidth

Not experienced in streaming, set the upload server to the nearest, streaming slightly above 480p(I have a 16:10 monitor so I can't get exacts) set my max bitrate to where it should be able to use as much as it needs but my ping still jumps up to the 300s when I start to stream (the normal ping on the game server I play on is about 40)
internet is as follows:

Yes I know 1mbps isn't ideal but I'm trying to stream 480p
But my crappy internet doesn't seem to be the source of my pains, I checked and OBS just doesn't seem to want to use all the upload it can.

Try enabling "Minimize network impact" from your broadcasting settings and stream at no more than 850kbps bitrate for video 96kbps for audio.

If you're getting high ping, that means your stream and the game are competing too much for your internet connection. If enabling "Minimize Network Impact" still doesn't help, try lowering the bit rate that you are streaming at.

Speed tests don't tell you the whole story, and are basically only good for telling you what your theoretical maximum upload speed is. Just because you're getting 1.1Mbps from Speedtest.net doesn't mean you get 1.1Mbps upload to the streaming server.
