OBS not letting me stream or record

i just got a fancy new hdr monitor and was attempting to make obs not record and broadcast it all blown out cause of the hdr when it stopped letting me stream or record (this error :

i tried to run the autoconfig wizard to reset things and it keeps giving me this error:

i also reinstalled obs twice and restarted and reinstalled graphics drivers. whats up?
