Question / Help OBS no longer working?

Sorry if the title is vague, but this is really difficult to describe and hard to search for for my own answers.

OBS was working fine for streaming art, but then I decided to make a new scene specifically for gaming and fiddled with some settings and now it won't work.

Basically, I preview the stream, and despite closing and opening programs, the stream preview is frozen except for my mouse cursor. Every once in a while it'll refresh once, but otherwise stay frozen. I've tested this with the recording option and it does the same. Why is this?

I checked the logs, and I seem to have a persistent hook log issue. No idea what's causing this.

It "works" now, and I say that because it's working a little tedious with my art program Paint Tool Sai. I set the source to a Window Capture and then set it to Sai. It works, as long as OBS is opened first and closed last. If I close Sai while previewing it with OBS, the screen goes black and stays black when I reopen Sai. I have to double click the checkbox on Window Capture to make it reappear. If I don't do it in this order, it gets buggy and wont broadcast anything or show anything in the preview.
