Question / Help OBS lagging during preview and Playback

I had never had such a problem with OBS before, including lag. Recently I decided to open it up again and try to start recording some roblox videos with my buddy.
Anyways, when I started to record there was lag on the preview screen and it was very choppy with the video on the playback after hitting stop recording. I then tried to see if streaming was any different and it was the same. I tried going the lowest settings and playing around with it. Also, I tried uninstalling it and reinstalling OBS. Still having same problems. My laptop is a Lenovo Ideapad 330 with 1TB of space, and AMD RYZEN 3 and RADEON vega graphics.

Do you know what I can do? it has been driving me crazy.

Need a log with an output session. Startup log only includes no performance data.

You need to start a recording or streaming session, observe your issue, then stop the session and then upload the log.

You can start by updating Windows, though.

Windows is still out of date.

That's a significant amount of rendering lag, and at least part of it can be caused by having an out of date version of windows with a broken Game Mode feature on by default. You should update.

That is more than significant encoding lag. Drop to the veryfast preset, it doesn't look like you are close to being able to do 720p60 at faster. Either that or use AMF.
