Question / Help obs issues with twitch streaming

first time streamer and its not easy go . I am trying to stream with twitch after opening account buying a webcam and downloading the OBS program . I thought it would be a breeze getting started but so far its anything but that . First off in my OBS video settings the video adaptor bar is grayed out. . Second problem when i try to watch stream preview i get error message "could not initialize direct x10 on intel R G33/31 express chipset" . Then it mentions something about needing Windows Vista platform. Basically i have two strikes against me. I had to figure without presense of my video adaptor showing up in the video settings, i cant even think about moving on to the next step. For some reason i cant download Vista platform and even if i was able to , i doubt that is the real source of the problem. . As far as updating my intel hardware, i downloaded a bunch of stuff prob not the right downloads even though it came back as download complete. I am at my wit end trying to get this off the track. Do i need Windows 7? Do i need an new computer? I have a Dell Inspiron 530 i bought in 2008 or 9 but there has to be some kind of upgrade link i can download to thsi working Any suggestions would help
 
Sorry, your computer doesn't meet the minimum requirements to run OBS, namely a DirectX 10-capable GPU. A new system would be your best bet, upgrading an underpowered Inspiron 530 from 2009 would be a waste of money.
 
thanks a hell of a lot at least im making some progress. So upgrade to windows 7 alone without investing in a new PC wont cut the mustard?
 
Computers from that age lack the processing power, even with graphics card upgrades, to stream with ANY software.
 
Ideally find something intel i5 or i7 based. Most encoders are optimized for intel and give better performance on intel cpus.
