Question / Help OBS isn't recognizing my Elgato HD60

Trying to get OBS to recognize my Elgato HD60 as a video capture device. Tried it on another computer with OBS and it worked just fine.
I am on an i7, 2.40GHz, windows 8.1, 16gb RAM, Elgato HD 60.
Run the elgato software and it shows just fine, can stream to twitch no problem. Just when attempting to add the elgato to the OBS it just doesn't see the HD60 at all.
Uninstalled multiple times restarted system, no idea what is the issue but believe it is the OBS and not the elgato.

OBS 64-bit can't recognize the elgato HD or HD60 because the elgato developers have not provided 64-bit directshow (video capture device) drivers for them.

Try with OBS 32-bit.

Used it with the 32 bit one too. But why would it be recognized on another computer. Mine is a laptop but still has more than enough to handle the requirements.

Any of the OBS dev's have an idea with this? Been trying to help her but cant figure out whats up...

We've went thru reinstalling Elgato's softward/driver package, trying OBS and Xsplit both have the same issue but Elgato softwars registers the HD60, shes on 8.1+Laptop and tried the same setup on another desktop PC and worked fine, 32bit instread of 64.

Many other things we've tried to but I can't seem to figure out what the difference would be here other then desktop vs Laptop. I was thinking maybe a driver issue but Elgato software works fine with it.. Thanks for any help if possible.
