OBS is stuck at 15-19 FPS

OBS is stuck at 15-19 FPS even when I have nothing but OBS running it still shows my FPS at 17 and no settings I change seem to do anything. I even set all OBS settings to the lowest the could possibly go and I still had about 15 FPS and it changed nothing. I have been able to use OBS in the past without problems I could stream at a nice 60 FPS without problems until just recently when OBS refuses to go over 15 FPS and it's frustrating because even when I touch no settings OBS seems to break itself ever couple of months.

That's just black. Please test it with an image / video / game in ti.
Also, do a test stream/recording of more than 30 seconds and post the URL or attach the log file of it.

I mainly just added that image to show you the frame rate in the bottom right. I have no game running or anything and it's like that and if I were to have a video captured you'd see a low frame rate

As soon as I hit the record button I get an encoding overload. Does that help at all?

All fixed I just deleted some captures that were interfering

You have some major issues in there.
Also, remove this:

As far as you understand this is your production computer and you work with it you'll need no other antivirus more than win defender.
