Question / Help OBS ignoring max bitrate setting with Quicksync

When i try to stream using X264, OBS will respect bitrate limit i set. CBR is on. However, when i switch to quicksync, it completely ignores any bitrate limits i set and streams with max speed my upload can handle. So i get frame drops. I want to use quicksync because i read it has lower performance impact.
