Question / Help OBS huge MS spikes while streaming

So i tried streaming League of Legends, i usually have 65 stable ms playing but when i started streaming the ms went up to 90-115 i tought this was normal but then it spiked to 1500+ making it impossible to play, and the lag persisted after i stopped streaming and closed OBS, you can say that it ruined my internet connection, making my download speed 1m download and 0.98 upload, only after a computer restarted it went back to the normal 14ms 30m download 3.01 upload. I tried testing Xsplit gamecaster and the problem was the same. Also iam strugling with finding the best/correct options to stream with OBS, dont know if thats the problem...

If it persisted after you stopped streaming then you likely have some interfering firewall / antivirus or other network software that is messing up your connection.
 
could you please tell me where to put this ? DisableSendWindowOptimization=1. My firewall is disable and i have no antivirus installed.
