OBS HAS CRASHED, when I open OBS
these are logs and crash file txt

It's crashing while performing the check for nvenc availability (which that card doesn't have, but it should still be able to determine that). Try reinstalling/updating your graphics drivers.

You are not using OBS, you are using some kind of OBS fork called "StreamCraft PC". Please contact the support of StreamCraft PC.
