Even though the firewall is deactivated, i would still manually go in there and add OBS. I had to do this with some other programs when firewall was off. But when i used to stream with one PC, i had very similar issues to you with Win. 8.1. When i uninstalled those security updates, problem was solved. Make sure also, you don't have windows automatically installing your updates, because if you find those security updates, they will just re-install.It does. The 32bit version and 64bit version are all in one installer. And I pasted you a screenshot of my installed updates, it's not there. And my firewall is deactivated. 32bit version made no difference either.
About the 32 and 64 bit, you can't select which one to use anymore right? Because when i checked the files, there was no option anymore to do so. It was just OBS.exe, that's it...just wondering
