I can't figure out why my videos are freezing on the last few frames.

Ok, so I switched the settings to advanced and still get the issue.

It's as if my stop record button is going back 2 seconds. It's just a weird occurrence and I'm guessing a setting I have somewhere.

For recording use CQP instead of CBR.
Using simple mode is preferable.The best way is to use the Auto-configuration Wizard and apply the settings it gives. Restart OBS and test again.
Custom codecs may give diffrent results. Try with NVENC.
Some antivirus have an agressive behaviour and cause problems too.

I used the wizard and changed the bitrate to 60k and the audio to 320. Video and audio, are good but still cutting off that last 2 seconds.
Log files show no issues.
