Question / Help OBS Frame Drop Issues

As the title says, I've been dropping frames when streaming for quite some time now. I've done the things that the sticky thread recommends, particularly in relation to switching servers and lowering bitrate. The only thing I haven't tried is switching to another streaming service (I stream on Twitch). From what I've read, I've gathered that that might be the issue but to be sure I thought I'd post some logs here before trying that.

This issue has been mostly just sporadic frame-dropping, happening at varying time intervals. Most recently, however, I tried streaming and shortly there-in began dropping non-stop, effectively cutting my stream short. I tried to stream to multiple different servers but it didn't work there either.

Here's some other information in case it's needed:

ISP - Comcast

PC specs:
CPU - Intel i7-2600K, 3.4 GHz
RAM - 16 GB
Graphics - NVIDIA GeForce GTX 460

I also have attached some pictures that show some of my OBS settings.

If more information is needed to determine the issue, just let me know. I would appreciate any help on this or at least some confirmation that it's really just the service that I'm streaming to.

I read this already, like I said the only thing I haven't tried is switching to another streaming service. This issue is sporadic and doesn't have any specific time during the stream at which it starts, so I thought that maybe I'd consult this forum to be sure I didn't miss anything before attempting another streaming service and waiting to see what happens.
