OBS Failed to start recording error

Likely too old CPU for this version of OBS (almost similar to the: https://obsproject.com/forum/threads/obs-30-0-cant-start-qsv-recording-anymore.170999/ ). You may try to set the mentioned software x264 encoder and then add the log from this setup (to get what is wrong with the "software x264" setting).

would downgrading to an older version of obs like you said in that thread help? im either too dense or too tired to understand if you were asking for me to do/try anything else
it's set to software x264 by default is what ive seen
 
The log you have posted contains only attempts to use hardware accelerated encoder form Intel ("qsv encoder" or other name is "Quick Sync"). There are no traces of "software x264" in it. Set "software x264" the OBS Output Settings and repeat your attempts to record. Share the log from this attempt. If you forgot how and where to find corresponding log (try to find it by time and date of your last test), then - all OBS logs are in the main menu Help > Log Files > Show Log Files (OBS keeps about 10 last logs).

its okay i just downgraded to an older version and theres no issues with recording, thanks for linking to the other thread you provided help in! ^^
