Question / Help OBS drops frame in game. Help Set-up?

I play League of Legends and I would like to stream.
2 months ago, it was fine, but I stopped streaming/playing.
but recently after re-downloading windows (virus) and downloading the latest version of OBS (beta), I keep having frame drops in game.

I used to be able to stream at high quality, and still get over 60+ fps in game without ANY issues, and have youtube and songs running in the background as well, but now, simply having OBS open (no preview, no streaming), it just drops my framerate down to 45. That's with League on highest settings, and vertical sync on. I like having vertical sync on and having my uncapped frame rate at max 60. Previously, it was the same settings and I still was able to stream at same FPS without any issues, and now I just have fps drop below 60 whenever I have OBS open.
What's the issue here? What can I do to fix this? I tried lowering the in-game quality, but that didn't do much to fix it, nor increase the FPS much. Playing with OBS open without streaming, it still gets glitchy in game due to bad fps. Shows 45~ FPS, but feels almost like 10~15.

Also, I have ping spikes, I know this is probably due to internet issues, but I have high download/upload as well, but while streaming, having my own stream open for chat interaction, ping spike and fps drops, all again.

I use dual monitor and both are properly connected to my GPU via HDMI + VGA. My latest monitor, 24" asus is connected via hdmi, and my old 24" LG is connected via VGA. Asus is VG248QE, LG is 24EN31TW-B

also you are running a 144hz monitor through hdmi and limit your glorious 144hz down to 60hz? you monster :(
 
your webcam resolution can cause performance hits

since you probably barely to never use fullscreen webcam (you are streaming 720p anyway) id suggest downscaling your webcam to 1280x720 and see if it fixes the performance hit

you should not be forced to be using any faster preset than veryfast with your cpu, actually you should be fine doind 720p60 on fast preset with league and an 4790k, but leave it on veryfast the quality gain is not worth much.

since you are using monitor capture for some scenes, not sure what you are trying to capture with it. but as a teast get rid of monitor capture and reenable aero again and use game capture+window capture for league of legends you can capture the game client with game capture and the launcher with window capture keep in mind to creat two scenes for each of the capture methods

This fixed the FPS drop in game!
Looks like monitor capture was the problem. that was in my 3rd scene to show random stuff on chrome on my monitor I don't use for gaming.
However, do you think it would be I could stream 1080p on 30, maybe 45 fps?
I don't think 30 is low that it would cause discomfort for viewers, but any thoughts on streaming 1080 without downscaling and keeping preset veryfast?
Would this push my cpu too much and have negative impact on it? Shorter life span? frying?
What if I overclock CPU with cooler?

I don't use any more cooling other than the stock that came with the cpu. I'm thinking about upgrading my cpu stock cooler to Corsair H100i later if I can afford a bigger NZXT case as well, and install gtx 980 + liquid cooling. Can't afford that much at the moment.
 
if your cpu would run 24/7 on 100% usage your cpu lifespan would be shorten but in your case probably not.

1080p60 on 3k-3.5k bitrate should be doable with ONLY league of legends since this game is not really cpu demanding but keep in mind it can lower your ingame fps. you can toy around 3k-3.5k bitrate is enough for those type of games to look quite decent on 1080p60 but you actually put quite some strain on your viewers end, twitch being bad with high bitrates and non-partnered streamers and viewers have to watch 1080p60 through flashplayer which puts like 40-60% cpu usage on an i3 (just viewing) so if you want 60fps everyone will suggest 720p60 epsecially if you want to stream other games you dont have to change your settings
 
Alright Perfect. I have some friends out of USA in Asia, so I'll stick with 720p30 for now and see how it looks on their end. Thanks for all the help!
