Question / Help OBS Dropping Significant Frames

I'm dropping significant frames and my connections to servers are REALLY bad. I need some help greatly.

So basically I use to stream every single day, I wouldn't drop frames at all. As of lately, I got an internet upgrade (Internet Speeds Below) when I shouldn't. Not only that, but my connection to all the servers on Twitch and everything else are AWFUL. It's all messed up and I've tried everything. Not sure what to do at this point and I'm just praying someone can help me, maybe I have a setting wrong? I'm completely lost. Here is everything I can possibly supply, OBS Settings, Last Log, Speed Tests, PC Specs, JTVPing, everything. PLEASE HELP ME.

SIDE NOTE: I live on the West Coast of Canada, and I'm connecting better to East Coast Servers better then the Cali ones? Sounds weird to me.

PC Specs:

AMD FX(tm)-6100 Six-Core Processor @ 3.8GHz
8 GB Ram
NVIDIA GeForce GTX 570
1 TB HDD

I have no idea whats going on.. I stream at 720p with 60 fps on fps and moba games not a single drop rate ever. seriously never. unless wifey is doing something.

download 64 mbps and 6 mbps upload, and my bitrate is set at 2500. until recently it doesnt hold crap, check drivers, called internet, even emptied some cookies from the cookie jar and it cant even hold 1700 kbps. flashing red green.

proof that nothing has happend on my stream twitch.tv/hey_robert until early April

I do not think its our internet, or hardware, drivers etc. cant be. you're speed is better than mine too..

I'm at a loss, quite upsetting too, I really enjoy streaming..I've been streaming for a good 2 months now without any problem... like this...

I even tested on xsplit saying I cant even stream in 540p and thats 30 fps... so I'm guessing twitch..

Yeah I've been streaming for 18 months now, quite upsetting imo aswell.
 
Well, the twitch bandwidth test quite clearly showed severe connection problems to the different twitch servers. Except for SF no connection looks good. So it pretty much cant be an OBS problem :) We have a general thread for things you can try, but the bandwidth test is already one of the clearest options.
Dropped frames/disconnecting/lag? Read this first!
If you keep having bad results and connection problems, contact your internet service provider.

As I said before, I have done all of these things. My connection to all the servers on Twitch are horrendous, and I'm certain it's causing me to drop frames. Why am I connecting so bad to all the servers?
 
Now I'm streaming perfectly fine today... no idea whats going on.

still slightly some fps issues.. which i dont know why. havent changed anything... totally technical side.
