Having OBS open still does all the work of scene composition. The only thing missing is the encoding aspect, and since you're using your GPU as your encoder, you would have nearly the exact same CPU usage when "idle" as you would when streaming/recording.

The CPU gets used heavily depending on what sources it's dealing with, especially if it has to deal with browser sources, or multiple high resolution high framerate capture feeds. Also keep in mind that you can also have sources that are active even when not visible.

If you want to have a cursory check, we could take a look at your log file to see if there's anything that stands out, but without knowing exactly what each source is dealing with there's not much it will really reveal (the logs don't go into that much detail, just the type of source and any filters).
