Question / Help OBS changes resolution continuously

I just recently started recording with OBS (Not streaming at all) and I have been having a problem. I have primarily recorded the game Rocket League but I have tried other games and had the same problem. The problem I am having is that when I go and watch my recording via windows media player, the resolution changes to the point where the pixels are large enough to be completely visible. It changes back when scenes are less demanding or have less moving things in them but I cannot figure out why it happens. I was assuming that it was a problem with my CPU (a FX 6300) but my CPU usage was completely normal and low.

I have tried lots of settings and methods but none have worked. I know for sure my recording resolution is set to 720p but it still changes throughout the whole recording.

Specs:

FX 6300 CPU
GTX 960 2gb GPU
GA-970A-DS3P motherboard
