I have a i7 4790K, GTX 980, 16GB of RAM and Windows 10.
While not streaming Overwatch, I get a pretty constant 150+ FPS.
As soon as I start streaming (no webcam), my frames will be anywhere from 90-130, mostly around 110. This isn't an issue w/ any other games, but people with the same PC build don't experience this issue whatsoever. I've changed settings in the NVidia control panel, which make no noticeable difference. I've used Quick Sync, x264, and NVidia Encoding. All my settings in game are as low as you can go. My settings in OBS are pretty standard, nothing changed in the advanced tab. I'm streaming with 1.5 downscale at 30FPS.
